About the 5-2-1 Drainage Authority (5-2-1DA)What is the 5-2-1DA?The 5-2-1DA is an organization whose mission is to provide stormwater drainage facilities to reduce or eliminate damage from flooding and to coordinate efforts with the contracting parties. Another part of the requirement is to educate the public on preventing pollution and illicit discharges to our water ways leading to creeks, lakes, ponds and the Colorado and Gunnison Rivers, therefore leading to the HOTLINE number (263-8201) for the public to call regarding questions concerning flooding, illicit discharges, etc. The HOTLINE Number and YouIf you have a concern or question regarding flooding, illicit discharges, etc., call the 5-2-1DA HOTLINE at 263-8201. The 5-2-1DA will contact the correct department, government entity, or responsible person, which eliminates the frustration of being passed from one person to another only to hear they cannot help you. But be aware the HOTLINE is like a clearing house insofar as it cannot directly solve the problem, only connect you to someone who can. History of the 5-2-1DAThe Town of Palisade, City of Fruita, City of Grand Junction, Mesa County and the Grand Junction Drainage District (5 entities to 1) contracted through intergovernmental agreements to form the 5-2-1 Drainage Authority in June 2004 after a Grand Valley Stormwater Unification Feasibility Study was completed. The purpose of the 521DA is to pursue unified stormwater management planning that meets the requirements of the Colorado Water Quality Control Act (25-8-101 et seq.) and the Federal Water Pollution Control Act. The DA was created in part to pursue a jurisdictional unified effort to promote integrated, comprehensive, regional stormwater management planning. The formation of the 521 was implemented after 2 years of meetings and studies with the first Board meeting being February 2005. Details of the 5-2-1DAThe boundaries of the 521 are North to the Bookcliffs, South to the Monument, East by the Grand Mesa, and West by the West Salt Creek Wash. The Board meets the 4th Wednesday of every month. Board Members are: Dave Karisny, Chairman, Jim Doody, Vice-chairman, Dave Walker, Treasurer, Dick Bowman, Board Secretary, Tillman Bishop, Assistant Secretary.
